REST URL's with custom date ranges are not returning data for all columns

When construction REST URL's using a customer date range we are finding that the data returned contains a lot of 0's or nulls where if we do a monthly report we get all columns filled out.  Our overall goal is to retrieve data in a weekly manner spanning Thursday to the following Wednesday.  However we are concerned that when start_period and end_period is specified that the data is not returned.

Any suggestion what would cause this type of behavior?
